Beginning August 1, 2026, Virginia employers will need to use ID.me to access the Virginia Employment Commission’s Employer Self Service (ESS) portal. Employers who wait until the last minute to make the transition could face unnecessary delays when accessing unemployment tax accounts, filing reports, or managing account information.
While the change is primarily administrative, it is worth taking steps now to ensure continued access to important VEC services.
What Is Changing for Virginia Employers?
The Virginia Employment Commission is updating how employers access the Employer Self Service portal.
Currently, many users access ESS through the Virginia Department of Taxation website. Starting August 1, 2026, employers and authorized representatives will instead access ESS directly through the VEC website and sign in using ID.me, a secure identity verification platform used by numerous government agencies.
The goal is to improve security while making account management more flexible and accessible.
Why Does the ESS Transition Matter?
For many organizations, ESS is a valuable tool for managing unemployment tax responsibilities. Employers use the system to file reports, review account information, respond to agency notices, and maintain compliance with state requirements.
Any interruption in access can create challenges during reporting periods or when time-sensitive information is needed.
The transition to ID.me also introduces new account management capabilities. Multiple authorized users can be connected to a single employer account, which may make administration easier for organizations with payroll, human resources, finance, or external service providers involved in the process.
Beyond the login change itself, this transition presents an opportunity to review who has access to critical business systems and whether user permissions remain appropriate.
What Should Employers Do Before August 1?
Employers should begin by identifying who currently has responsibility for accessing the VEC system and confirming that those individuals are prepared for the transition.
Businesses that work with payroll providers, third-party administrators, or outside accounting professionals should also discuss how access will be managed once the new system is in place. The VEC requires invitations to be sent using the same email address associated with the third party’s ID.me account, making early coordination important.
Organizations that have not yet created an ID.me account may want to complete registration well before the deadline. Doing so allows time to address any identity verification issues and confirm account information is accurate.
Are There Changes Coming to Virginia Tax’s iFile System?
Yes.
Employers that use Virginia Tax’s iFile system should be aware of a separate but related update.
Beginning August 1, 2026, users will no longer be able to access iFile using a VEC account number. After August 31, employers must use their Federal Employer Identification Number (FEIN) to access withholding and sales tax accounts.
Although this change is independent of the ESS transition, reviewing both systems together can help avoid confusion and reduce the risk of access issues later in the year.
How Can Employers Use This Transition as an Opportunity?
Government agencies, financial institutions, and software providers continue to strengthen security requirements and modernize online systems. While these updates are often viewed as compliance obligations, they can also serve as useful reminders to review internal processes.
Questions such as who owns key accounts, who has access to critical systems, and how responsibilities are shared among employees and outside advisors can become increasingly important as organizations grow.
Employers that periodically review account access and reporting responsibilities are often better positioned to avoid disruptions when changes occur.
If you have questions about how these updates may affect your organization, YHB can help you evaluate practical considerations, coordinate responsibilities among stakeholders, and determine the most effective path forward for your business.
